The «Common European Framework of References for Languages» as the Basis for Standards in Foreign Languages - Methodological Issues in Developing and Adapting Descriptors of Language Proficiency
 
The «Common European Framework of References for Languages» (CEF) plays a significant role in the current discussion on the development of standards. It is considered an example of a comprehensive descriptive scheme, and in the context of the HARMOS Project, it should serve as a basis to determine levels of proficiency for foreign languages in the school system. After a brief introduction on the impact of the CEF, this article introduces the descriptive model of language use, and the methods used for the development of proficiency levels. Specific examples are given in order to show what problems can arise when descriptors are selected, adapted or added. Finally, areas are highlighted in which developmental work is still needed.
